Could you drive the government broke by giving it money?

What would happen if thousands of people (or millions) sent the government a check for a dollar? They’d have to open it. They would have to cash it or send it back. I know they would spend more than a dollar to process it.

Maybe we should each send Putin a dollar to help ruin his regime.
